Victor Masséna, prince of Essling and grandson of the Niçois marshal, built this seaside villa from 1898, asking the architects Hans-Georg Tersling and Aaron Messiah for an Italian neoclassical house with an Empire accent – a nod to Napoleon, to whom the family owed its titles. His son sold it to the city in 1919 on condition that the garden be public and the villa a museum of local history; so it is.

The garden, designed by the landscape botanist Édouard André, was restored in 2006–07. The entrance is on the north side, at 65 Rue de France.
